I would argue that mandating output is a mixed bag when it comes to debate; while motivating people to do actual work is important, sometimes you can spend 20 minutes reading a journal article only to realize that it isn’t what you need. To get high quality research, you’re looking for a needle in the haystack - alarmist, confident, and (semi) qualified, which for many debate positions is more difficult than it ought to be. (The nukes topic was the best because one card DAs were actually plausible.)
